Quo Vadis 'Full Day School'?

Less than a week, all schools have to start the day of learning. In some areas of West Java even just starting Monday (17/7/2017) later. 

Without any noise due to the emergence of the Minister of Education Regulation (Permendikbud) on School Day No 23 of 2017, all schools at all levels calmly prepare a year-long learning schedule by referring to Permendikbud regulating the allocation of every hour subject required by the Sisdiknas Law. 

There are elementary to high schools in a district that assign students to enter school from Monday to Saturday. There are also provinces that dismiss school every Saturday with the risk of returning home more in the afternoon. 

Some religious schools in religious cities do not mind Saturday and call themselves Full Day School (FDS). Apparently, this kind of school attracted the attention of the President of Indonesia Joko Widodo who dismayed with the character of mushy young people face globalization. 

The President asked the Minister of Education and Culture (Mendikbud) Muhajir Efendi to adopt the way such a school to be applied throughout the archipelago. Hopefully, the school can strengthen the character education of its students to be suitable to face globalization. 

Learning from the dianulirnya idea of removing the national exam (UN) by the President, Mendikbud successfully obtained official approval from superiors in minutes of limited meetings and quickly drafted the Ministerial Regulation.

The day came when Mendikbud and Chairman of the Indonesian Council of Ulama (MUI) were summoned by the President and the announcement of the delay of Permendikbud Hari Sekolah by Ketum MUI at a press conference at the Palace. A few days later the Cabinet Secretary repeated the statement of delay and said it would be strengthened with the Presidential Regulation. 

School confusion 

Last week Ketum MUI Maruf Amin repeated requests to delay, but Mendikbud insisted that Permendikbud keeps on going. Muhammadiyah officially supports and NU officially also refused and education began to be confused. 

Anticipating the confusion of all levels under the school, East Java Provincial Government 'mbalelo' by instructing his subordinates to delay the implementation of Permendikbud. Although unnatural, the annulled circular of the Minister's official authority was signed by Sekda, echelon-1 a.n. The governor was followed by the North Sumatera Provincial Government. 

Because Permendikbud has been officially published, then if canceled must be with a higher law, for example, Perpres or Mendikbud own to replace it with revised version. If both do not exist, formally Permendikbud remains valid and the provincial instruction can not annul the Permendikbud. 

Confusion also raises public perception that political pressure from NU's citizens to the President is massive and other perceptions are more severe, Muhammadiyah will destroy Madrasah Diniyah (Madin) and NU must fight out. I call the perception is due to the fact, the concern has been accommodated in Permendikbud. 

The Government's mistake is, something that has been run naturally and smoothly and informally, suddenly formalized and submitted to the media and finally to the public with ambiguity. 

Understandably, if the threatened perpetrators will cause a commotion so it is difficult to convince them that their interests will actually be accommodated. 

Unconverted 

Appropriately, Permendikbud is fully supported by the President and stated in a press conference with companion Ketum MUI and Education Minister. Permendikbud can be implemented for two semesters and evaluated every semester. 

Yes, if successful, can be strengthened with the Presidential Regulation. Conversely, if it fails, Mendikbud asked to revoke and revise it. 

However, messages that reach the public and schools are not clear. In fact, the uncertainty was announced by Ketum MUI, rather than Education Minister as the owner of the regulation. 

This indecision is very obviously confusing all the provincial and regency / municipal governments who have to regulate all levels of schooling under it. So, if until Monday, July 17, 2017, there will be no Presidential Regulation to replace Permendikbud, whether it be strengthening or canceling, then Permendikbud should be a reference for all schools in all levels in Indonesia. 

Eyes, if Permendikbud is not implemented, what a waste of our government. How much economic value, time and resources, used to make it. This shows that the government is politicizing education and not seriously taking care of the education of its citizens. Want to when?
